Neighborhood Redevelopment Initiatives

The City of Dallas is committed to economic progress and to being a helpful and enthusiastic partner in the development process. The Office of Economic Development has various groups designed to help you take advantage of the full spectrum of city programs and services. Area Redevelopment

The West Village (map) development in the Cityplace TIF.

This program uses Tax Increment Financing Districts (TIFs) and Public Improvement Districts (PIDs) to enhance infrastructure and services for neighborhoods primarily in and around downtown. These financial contributions are used to make development projects financially feasible, to enhance basic infrastructure and services, and to encourage developers to invest in these neighborhoods. The result is increased property values for residential and commercial properties alike.

Brownfields Program

Victory Park (map) is a multi-billion dollar Brownfields Program development.

The Brownfields Program is dedicated to revitalization of abandoned, idled or underused commercial and industrial properties with real or perceived environmental contamination. The U.S. Environmental Protection Agency and the City of Dallas have established a partnership to assist developers and business and property owners who are interested in revitalizing brownfields sites. The Program provides assistance with redevelopment by coordinating the Brownfields Forum, a quarterly stakeholder meeting; conducting problem-solving meetings among developers, regulators (state and federal), and City development and permit staff; and providing Phase I Environmental Site Assessments for selected eligible properties.

Community Development Block Grants

This program works with neighborhood associations and community based organizations to improve economic conditions in Southern Dallas by providing aide to entrepreneurs. The program supports the community's six Business Assistance Centers which improve the quality of life for residents of target communities by offering job training, counseling and technical assistance.

Downtown Initiatives Group

Downtown Dallas... A priority identified by the City as an asset that will dramatically increase the vibrancy of the City and the perception of Dallas locally, nationally and globally. The Downtown Initiatives Group oversees and contributes to projects that will enhance or redevelopment the expanded Downtown.

Fair Park Neighborhood Development Fund (Grants)

The goal of the Trust Fund is to facilitate economic and community development in the South Dallas/Fair Park community, in the following program areas:

  1. Business and economic development initiatives
  2. Housing and community development
  3. Community service programs to provide job related and human service assistance
